To prepare sauce whisk broth, soy sauce, cornstarch, ginger and cayenne in a small bowl. Set aside.
Meanwhile, heat 1 tablespoon of oil in a large skillet. Add stir-fry vegetable and bell pepper. Cook on high heat, stirring constantly for 5 mins. Remove from skillet.
Heat the remaining 1 tablespoon oil in skillet over medium-high heat. Add beef and garlic, stir constantly until meat is desired doneness, about 1 minute. Add cooked pasta and return vegetables to skillet. Stir in sauce mixture: heat until sauce thickens and lightly coats ingredients. Serve Immediately.
